During the visit, Prime Minister Nguyen Xuan Phuc met with General Secretary and State President Xi Jinping, had talk with Premier of the State Council Li Keqiang, had meetings with Chairman of the Standing Committee of the National People's Congress Zhang Dejiang, Chairman of the National Committee of Chinese People's Political Consultative Conference Yu Zhengsheng.
In an atmosphere of friendship, sincerity, and frankness the two sides informed each other of the situation of each party, and each country, made in-depth exchange of views and reached broad common understanding on deepening the Comprehensive Strategic Partnership between Viet Nam and China in the new situation, as well as on international and regional issues of concern.
Both sides maintained that the Viet Nam-China friendship is a valuable asset of the two Parties, two countries and two peoples which should be jointly inherited, preserved and promoted. The two sides agreed to maintain close contact between the two leaders of the two Parties and countries in flexible forms, timely exchange opinions on major important issues in bilateral relations and on international and regional situation, strengthen the orientation and direction for the development of relations between Viet Nam and China, bring into play the role of the Steering Committee for bilateral cooperation between Viet Nam and China in coordinating and promoting the implementation of the common understanding of high-level leaders of the two countries, effective implement the Plan on cooperation the two parties for the period 2016-2020, increase the exchange of experiences in Party building and State management, organize the Seminar on Theory of the two Parties, effectively implement the Plan on training of cadres of the two Parties (2016-2020), strengthen exchanges and cooperation between the Party Committees at the Central level and local Party organizations, especially in border area, strengthen exchanges, friendship and cooperation between the Viet Nam National Assembly with National People's Congress of China, between the Viet Nam Fatherland Front, the Chinese People's Political Consultative Conference.
Leaders of the two countries held that there is great potential in terms of economic and trade cooperation. Recently, Viet Nam's trade deficit from China is beginning to show signs of improvement. The two sides agreed to apply effective measures to promote economic cooperation, trade and bilateral investment and continues to boost steady, healthy and beneficial economic development and improve people’s life. Further promote cooperation in agriculture, environment, science and technology, and transportation. Use the hotline on unexpected fishery incidents arising at sea, maintain exchanges on properly dealing with related issues, enhance cooperation in the creation of drought and saline-resistance rice and other crop varieties and cooperation in afforestation, cooperation in tapping sustainably Mekong-Lancang river water resource, share border area hydrological data, implement conclusion of the 9th meeting of the Viet Nam-China Joint Committee on Science and Technology, actively study and discuss the signing of the “new border railway transport agreement,” and create favorable conditions for aviation cooperation between the two sides.
On culture, education, sports and tourism, leaders of the two countries agreed to strengthen bilateral exchanges of the press, continue to organize people exchanges, especially between young generations of the two countries, and organize the 3rd Viet Nam-China Youth Festival in Viet Nam this year.
On sea issues, the two sides exchanged sincere and frank opinions and agreed to continue to comply with common perceptions reached by leaders of the two Parties and two countries, including “the agreement on basic principles guiding the settlement of Viet Nam- China sea-related issues,” affectively use the mechanisms of government-level talks on Viet Nam-China border, finding long-term and fundamental that the two sides could accept.
The two sides agreed to continue to comprehensively and effectively implement the Declaration on the Conduct of Parties in the East Sea (DOC), on the basis of consultation and negotiation, early build the Code of Conduct in the East Sea (COC), control of sea-related disagreement, and avoid actions that could complicate or expand disputes, to safeguard peace and stability in the East Sea.
During the visit, the two sides signed the “Agreement on the extension of the supplementation of the 5-year development plan for Viet Nam-China economic-trade cooperation in 2017-2021,” “The Border Trade Agreement” (revised) between the Government of the Socialist Republic of Viet Nam and the Government of the People's Republic of China, “The Memorandum of Understanding on the list of production capacity cooperation projects of between the Ministry of Industry and Trade of the Socialist Republic of Viet Nam and the National Development and Reform Commission of the People's Republic of China,” “The Memorandum of Understanding on developing the Plan on land infrastructure cooperation in 2016-2020 between the Ministry Planning and Investment of the Socialist Republic of Viet Nam and National Development and Reform Commission of the People's Republic of China,” the Agreement on education cooperation between the Ministry of Education and Training of the Socialist Viet Nam and the Ministry of Education of the People's Republic of China” and some other cooperation documents.
Besides Beijing, Prime Minister Nguyen Xuan Phuc attended the China-ASEAN Expo and the 13th China-ASEAN Trade and Investment Summit in Nanning, visited the Choang Quangxi Autonomous Region and Hong Kong Special Administrative Region.
